With the entry into application of two urban planning codes, overseas communities under article 74 of the Constitution and New Caledonia were at the centre of development, urbanization and housing law in 2015, again marked by reminders of precedent in the applicability of the rules for litigation procedures and article 7 of the Environment Charter. For communities under article 73, the news also included the recodification of the provisions in book I of the urban planning code, with changes to the SAR (Schéma d’Aménagement Régional – Regional Development Scheme) systems, developments in the rules concerning the layout of the “fifty geometric paces”, strengthening the fight against substandard housing and the creation of public land and development establishments.
